Kalamity,
Please see the addendum for draft plans for The M.E.L.O.N. By introducing a subaural tone to a suggestible (read: open-minded) brain, a sustained carrier signal can be produced. Feeding information packets received from TSM in the form of input signals to brains sustaining a carrier signal seem to initiate a subconscious program in the brain, decoding the information with greater fidelity than traditional technological means.
Operationalizing and scaling such a system may prove challenging, both because each brain seems to filter and process the input signals at variable rates. The timing is extremely difficult to account for.
More problematically, the finished product, the information packets decoded with the highest of fidelity, cannot (yet) be extracted from the participating brain without consent, either through softer, more ethical methodologies or brute force.
While my pseudo-science is impeccable, I am sure of it, I don’t see a feasible application method.

From this and previous transmissions (see: No. 51gq4 and No. 53pn9), I believe The Static Man is suggesting the design of an entirely new system that uses human consciousness as the direct signal receiver, with internal coding designed to filter and process the signal for improved fidelity. Perhaps then he will finally be able to share all [REDACTED] with us and we can move one step closer to our vision.
